Invitation of Expression of Interest


Business Improvement Districts Scotland (BIDs Scotland) in association with a number of the Scottish Operational and Developing Business Improvement Districts (BIDs) are proposing to appoint a contractor to update and maintain the database of UK national companies.

The current database has approximately 543 entries containing the names and contact details (postal address, telephone number(s) and e-mail address) of the person eligible to vote on behalf of national companies in BID ballots.


Using existing data held by BIDs Scotland and other BIDs identify the correct eligible person by using telephone, e-mail etc. and: -

1     Confirm their contact details, the correct postal address, telephone number(s), e-mail address(es) and (if appropriate) a secondary contact such as their personal assistant.

2     Determine if the national company has a policy on BIDs, are they supportive, not supportive (if possible acquire a copy of their policy on BIDs), do they always vote in a  ballot, is  the decision to vote Yes or No based on the business plan, BID levy, expected return on investment, value for money etc.

3     If there are relationship building possibilities with the eligible person covering:–

4     For developing BIDs - the level of information and contact expected leading up to the ballot

5     For operational BIDs - the level of reporting and or contact expected during the BID term – e.g. annual reports.

6     The level of information/contact expected from BIDs Scotland.

7     What the national companies expect to see BIDs delivering for them?

We estimate the initial task, updating the existing database and cross checking with other sources of information, will take approximately twenty days. The maintenance thereafter and circulating the information to those BIDs at ballot (there are on average eight ballots per year) will be a minimal task.

We envisage the essential qualities required to undertake the task will be an excellent telephone manner and database/data management skills in addition to an exceptionally high attention to detail.

Contract Duration

Subject to satisfactory performance a rolling twelve month contract with a three month notice period.
