BID Case Studies

The legislation for Business Improvement Districts (BID) in Scotland was deliberately designed to be flexible, so that local people could design a BID model which was appropriate to their local needs. Whilst the process remains the same no matter what BID model you are developing, each local BID can be very different to another.

Crieff Succeeds BID

Crieff Succeeds BID held an Open Meeting on the 1st November 2017 with their Levey Payers, where they presented their Annual Report, Chairman's Report, Marketing Update all within a PowerPoint Prentation as well as the individual documents.  When sending out this information, they also included a copy of the meetings Q&A Session.  This not only ensured that they were keeping their Levey Payers informed, but also that they were SEEN as well as BEING open, approachable and informative to all interested parties.


Falkirk Delivers - Safer Streets Impact Report

The project in 2016 built upon previous years’ safer streets festive activity, with full partnership support. This report has been created to outline the strong partnership and the impact that this project has at a national and local level.

Local partners included Falkirk Council, NHS Forth Valley, Forth Valley and Falkirk’s Alcohol and Drug Partnership, Falkirk Council’s Community Education Service, Specialized Security, Signpost Recovery, British Red Cross, Scottish Ambulance Service, Police Scotland, Street Pastors Falkirk, British Transport Police and ScotRail Alliance.

The safer streets activity contributes to meeting National Outcome “We will live our lives safe from crime, disorder and danger” by reducing the fear of crime; preserving and restoring public order; continuing to increase public reassurance and supporting the delivery of safer communities. The safer streets activity also demonstrates the value of preventative spending and activity. 

The objectives of the projects delivered by Falkirk Delivers and partners are as follows: 1. Increasing investment in the town centre. 2. Maintaining and encouraging additional footfall and spend in the town centre. 3. Improving the evening and night-time economy offering in the town centre. 4. Reducing the fear of crime and changing people’s perceptions. 5. Supporting the delivery of safer communities, short, medium and long term.

As a direct result of our partnership undertakings in the long term, people’s perception of Falkirk Town Centre for a place to visit both day and night continues to improve. The long term approach adopted by the partnership means that people feel safer in the town centre, businesses are willing to invest in the night time economy in the town centre, more visitors are attracted to the area and there is a reduction in anti-social behaviour and promotes Falkirk as a safe community.

Overall Cost Savings

During the seven day period of Safe Base operating there were a reduced number of calls for Ambulances in Falkirk Town Centre and it is estimated that 24 possible A&E or Ambulance call outs were averted.   

People needing A&E did not have to go out with the area as they were dealt with within the Safe Base. Police Scotland estimate that to accompany an injured party to A&E will take approximately 4 hours per incident with 2 officers required to be present, saving Police Scotland approximately - £9792 ( £51ph for a PC and £61ph for a PS). There were 24 calls to A&E averted saving the ambulance service - £6,868.80 (based on the National Average figure of £286.20). A & E treatments are approximately £153 per attendance, saving the NHS - £3672.

The estimated public sector fund savings in resourcing in the seven day period for Police Scotland and the Scottish Ambulance Service comes to £20,332.80

Discover Dunblane: Education for Life and Work Programme 

Education and Employment are key parts of the Supporting theme in the Discover Dunblane BID business plan. As part of this initiative the BID have been working with Dunblane High School to develop an Education for Life and Work programme. There are a number of parts to the programme, with a key element providing an opportunity for 5th year pupils to gain work experience in the Dunblane business community. A pilot programme took place in November 2016 to identify, organise and facilitate work experience placements for the 5thyear Pupils (and some S4 and S6 pupils too) which provided valuable practical and purposeful work placements for 17 young people in 12 Dunblane businesses, although 30 Dunblane businesses responded positively to participation and we hope to work with everyone again in future phases.

Plans are now underway to develop this successful pilot and to deliver a similar programme in June 2017 as well as looking at offering short business placements for teaching staff to provide them with an insight into a range of businesses which will help them to better inform and prepare young people for the world of work.
